Duties: Provides functional oversight of the ICSS within the Commissioning and Startup project group. Responsible for the testing, commissioning, and Startup of the ICSS scope of work comprising large-scale process control (DCS), safety instrumented systems (SIS), process fire and gas systems, process control data network systems and supporting fiber optic telecommunications infrastructure. Produce and interpret technical drawings and specifications. Analyze commissioning requirements including installation, purchasing, and contractual issues. Support site acceptance testing of integrated control and safety system ICSS hardware, ensure cyber security is maintained. Performs system cause and effects testing. Audits ICSS activities, ensuring compliance with the project’s Execution Plan, Project Procedures Manual, Startup Procedures (STCP's) and Design Change Notices (DCN's). Provides input to project reporting such as, quantities, schedules, and budgets for the ICSS. Facilitates technical discussions with third parties (client, suppliers, and regulators). Communicates complex technical issues and recommends solutions to upper management. Support of system testing, commissioning and start – up. Initiate Project Technical Requests (PTR) for issuing Requests for Information (RFIs), Field Change Documents (FCDs), and Non Conformance/Compliance Reports (NCRs) and coordination between project site, contractors, clients, and home office. Telecommuting is permitted, but applicants must live within reasonable commuting distance. May work at various unanticipated worksites throughout the U.S. Due to the nature of construction projects, work may be required at various unanticipated locations nationwide with relocation a possibility; however, the primary reporting location will be the Portland, TX location with less than 10% of travel required.
Requirements: Must have a Bachelor’s degree, or foreign equivalent, in Electrical Engineering, Electronics Engineering or a related field and 6 years of progressive, post-baccalaureate experience in the job offered or in a related occupation. Position requires experience in: Understanding of IEC 61511/ISA 84 (process sector SIS and IEC 61508 (generic functional safety standard). Ability to manage and execute tasks across all phases of the safety Life-Cycle of project (design, engineering, and Operation & Maintenance). Managing the mandatory safety documentation, including the Functional Safety Management Plan and Validation Plan during the Commissioning of the DCS/SIS system. Understanding, managing and troubleshooting of Communication network protocols for process system DCS/SIS/PLC such as Ethernet/IP, Modbus RTU/TCP, Profibus DP/PA, Profinet, Foundation Fieldbus, Hart, Wireless IEC 62591 Hart, ControlNet and DeviceNet (ControlLogix equipment), for Electrical System SCADA IEC 61850, IEC 104 and Can. Design, implementation and test of configurable I/O platforms such as Foxboro I/A, EcoStruxure & InTouch, 800xA, Substation SCADA & PMCS (ABB), Honeywell Universal I/O ICSS and telecoms commissioning and start-up experience on DCS, SIS, PLC and SCADA Systems. Application of cybersecurity IEC 62443 of industrial control Systems, Configuring managed switch, VLANs, and redundancy protocols like MRP or PRP Fiber Optics, SFP modules, patch panels, and the physical layer requirements for longdistance plant networking.
