- Civil Engineer Stormwater (Level I, II, or III)
Description
The City of Bristol, Tennessee is seeking a motivated and skilled Civil Engineer to support and lead stormwater management efforts within the Public Works Department. This position may be filled at the Level I, II, or III classification depending on qualifications and experience.
This role is responsible for supporting, coordinating, and/or leading stormwater engineering activities including system planning, design review, regulatory compliance, and infrastructure management.
Key Responsibilities
Review development plans, plats, and drainage studies
Analyze stormwater systems and drainage impacts
Support or lead MS4 stormwater program compliance
Develop erosion and sediment control strategies
Conduct field inspections and infrastructure assessments
Prepare reports, estimates, and construction documents
Coordinate with developers, contractors, and agencies
Assist with or manage capital improvement projects
Oversee permitting and regulatory compliance
Maintain GIS and stormwater system records
Position Levels & Expectations
Level I – Entry-Level Engineer
Works under supervision; assists with field work, inspections, and basic engineering tasks.
Level II – Intermediate Engineer
Performs more complex work independently; coordinates projects and provides recommendations.
Level III – Senior Engineer
Leads programs and projects; provides technical leadership and approves engineering work.
Minimum Qualifications
Education: Bachelor’s degree in Civil Engineering or related field
Experience: Level I: 0–2 years
Level II: 3+ years
Level III: 5+ years
Certifications:
Valid driver’s license required
OSHA 10-hour certification (or obtain within 6 months)
Level III requires valid Professional Engineer license in the State of Tennessee or possess a comparable PE license with the ability to obtain a State of Tennessee licensure within one (1) year of the date of hire
Knowledge, Skills, and Abilities:
Knowledge of stormwater design and regulations
Familiarity with MS4, SWPPP, and NPDES requirements
Proficiency in AutoCAD, GIS, and Microsoft Office
Strong communication and collaboration skills
Work Environment
Work is performed in both office and field settings, including exposure to traffic, weather, and construction environments.
