Job Summary

Are you a passionate and innovative person who enjoys uncovering strategic opportunities? Are you ready to make a real impact in the City of Batavia? Join our team as our first Business Analyst and help us level up our application processes and boost system efficiency!

This position is responsible for collaboration with City departments to improve their respective application and business processes. The Business Analyst is responsible for the administration, deployment, monitoring, and maintenance of our application portfolio, both internal and external. This may include but is not limited to the application deployments, program updates, administration of service accounts, assisting with application support, maintaining documentation, and provide user training. The position will support and enhance the backend of the City of Batavia external and internal database servers, webservers, and applications.

This position is a full time on-site position reporting to the City of Batavia's City Hall building. A typical work schedule for this position is Monday to Friday 8:00AM-5:00PM. Position includes on-call availability as needed, nights and weekends on occasion.

Pay grade 14 on the City of Batavia's wage and salary ordinance with starting salary range of $79k-$93K DOQ non exempt with excellent benefits.

Essential Duties & Responsibilities:

Meets with decision makers, systems owners, and end users to define business, financial, and operations requirements and systems goals, and identifies and resolves systems issues.
 
Leads design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow.
 
Reviews and analyzes the effectiveness and efficiency of existing systems and develops strategies for improving or further leveraging these systems.
 
Identifies and establishes scope and parameters of systems analysis to define outcome criteria and measure-taking actions. 
 
Provide assessment, analysis, user experience, and comprehensive application performance analysis.
 
Work closely with employees and outside vendors to deploy, troubleshoot, support, enhancements, and upgrade applications.
 
Utilize programming skills to assist with the implementation, data analysis, maintenance, and reporting requirements as necessary for the City’s application portfolio.
 
Collaborates in the planning, design, development, and deployment of new applications, and enhancements to existing applications.
 
Prepares and delivers reports, recommendations, or alternatives that address existing and potential trouble areas in operating systems across the organization.
 
Coordinates and performs in-depth tests, including end-user reviews, for modified and new systems, and other post-implementation support.
 
Provides orientation and training to end users for all modified and new systems.
 
Performs other duties as assigned.

Minimum Qualifications:

Education & Experience
Bachelor’s degree in computer science or a closely related field. Coursework in business administration, management and finance not required, but is preferred. Minimum of 3 years related work experience. An equivalent combination of education and experience may be accepted.

Special Requirements/Qualifications
Possession of a valid Illinois driver’s license.  
Position includes on-call availability as needed, nights and weekends on occasion.

Knowledge, Skills & Abilities
Knowledge of:

Strong knowledge of database management, the ability to create multi-level SQL queries for data analysis and reporting, application design and development, object-oriented programming languages, Web Development Software with skills in Visual Basic.net, and web editing tools.
 
Strong understanding of the principles, procedures, and standards for application integrations, data extraction, transformation, and load (ETL),
 
Strong knowledge of HTML, CSS, and graphic design skills.
 
Strong knowledge of application security, website security, certificate management, and application vulnerability mitigation.
 
Experience and understanding for the development of applications in a mobile environment including the ability to secure mobile applications.
 
Strong knowledge of Windows-based systems, Adobe Photoshop, MS SharePoint.
 
Skills in:
 
Excellent written documentation skills (MS-Word, Excel, PowerPoint, and Visio) producing detailed requirements, architecture, and maintenance documents.
 
Excellent written and oral communication skills including strong attention to detail. 
 
Excellent interpersonal skills including working in a team-oriented, collaborative environment.
 
Highly self-motivated and self-directed.
 
Exceptional customer service orientation.
 
Strong desire for continued educational opportunities.
 
Ability to:
 
Upon being presented with projects or goals, the ability to determine the best way to achieve the result based on available resources and technologies, time constraints, ease of use for City staff or the public, and maintainability.  This may include conducting and directing research into IT issues and products, as required.
 
Plan and coordinate testing changes, upgrades, and new services, ensuring systems will operate correctly in current and future environments.
 
Present ideas in business-friendly and user-friendly language to all levels.
 
Perform general mathematical calculations for the purpose of creating business cases, budgets, and so on.
 
Proven analytical, evaluative, and problem-solving abilities.
 
Effectively organize, prioritize, manage, and execute competing tasks/priorities in a high-pressure environment.

Work is performed mostly in office settings. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands and fingers to handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stand, walk, climb, balance, stoop, kneel, bend, and crouch while working in various City Buildings.  The employee must frequently lift and/or move up to 25 pounds.
 
While performing the duties of this job, the employee is exposed to moderate noise levels. The position may also require temporarily working underneath desks and workstations. Occasional outdoor trips are necessary.  The position has the potential to occasionally be exposed to dust.
