Description

Project Director
for State Implementation of Federal Climate
Legislation

The Clean Energy States Alliance (CESA) has an immediate opening for a Project Director to assist states in implementing the Inflation Reduction Act (IRA) and the Bipartisan Infrastructure Law (BIL). Those laws provide unprecedented opportunities for states to speedily advance clean energy deployment and decarbonize their economies by leveraging federal funding, policies, and technical assistance. The Project Director will track federal policy and funding opportunities, and provide information, guidance, and technical assistance to CESA-member organizations and to states participating in the 100% Clean Energy Collaborative. The Project Director will also organize and facilitate meetings for the Collaborative.

Founded in 2002, CESA is a national, nonprofit coalition of public agencies and organizations working together to advance clean energy. CESA members—mostly state agencies—include many of the most innovative, successful, and influential public funders of clean energy initiatives in the country. CESA’s staff works to strengthen state clean energy policies, programs, and innovation, with an emphasis on renewable energy, energy storage, energy equity, and resiliency. Location and Work Environment

CESA employees can choose to work remotely or in the Montpelier, Vermont office. A combination of remote and in-office work is also possible. We offer a flexible workplace environment with a casual dress code. Employees currently work both from home and/or from our offices depending on their work style, preferences, and level of concern for public health and safety. Availability

This is a full-time, exempt position, with responsibilities commencing immediately upon selection of the most qualified candidate.

Position Description

The Project Director will develop, lead, and carry out a range of activities related to the 100% Clean Energy Collaborative and state implementation of the IRA and BIL.


Responsibilities will include:

  • Monitor federal policy developments and funding opportunities to keep CESA staff and states informed of key opportunities, timelines, and deadlines; communicate relevant information to the states
  • Develop and maintain a database of the federal clean energy programs and policies that are most relevant to states  
  • Forge strong relationships and exchange information with other people involved with state IRA and BIL implementation, including federal officials and representatives of nonprofit organizations
  • Help to plan, develop, and facilitate an annual in-person conference for the states in the 100% Clean Energy Collaborative
  • Develop and moderate webinars and other meetings on topics related to IRA/BIL implementation and state 100% clean energy initiatives 
  • Research and draft white papers, brief reports, newsletters, and memos on topics related to IRA/BIL implementation and state 100% clean energy initiatives 
  • Solicit information from state energy agencies across the country to be able to identify their technical assistance and policy support needs related to IRA implementation
  • Help meet the states’ technical assistance and policy support needs by providing direct technical assistance, by coordinating with other CESA staff to provide direct technical assistance, and by informing representatives of national energy labs of the states’ needs
  • Contribute to preparation of new funding proposals and reporting on existing funded projects  
  • Serve as an expert source of information on issues related to IRA/BIL implementation and state 100% clean energy initiatives  
  • Monitor energy market trends and policy developments to identify relevant information for state policymakers involved with IRA/BIL implementation and state 100% clean energy initiatives  
  • Carry out other outreach, research, writing, project management, and administrative tasks as necessary.

  • Familiarity with the clean energy programs of the US Department of Energy, Environmental Protection Agency, and other federal agencies

  • Understanding of the roles of state governments in energy policy and programs
  • Understanding of the equity and environmental justice dimensions of energy policies, especially those in the IRA and BIL

  • Strong research and organizational skills
  • Excellent communication and writing skills
  • Attention to detail

Education and Experience

  • Five years’ relevant work experience, with a preference for:
  • experience working on clean energy
  • experience working for or with a state government
  • experience working for or with a federal agency
  • experience with Microsoft Office

Travel

Occasional domestic travel will be required. Business travel typically lasts from two to three days with some weekend travel necessary.

Salary and Benefits 

Anticipated starting salary is $62,000 - $70,000, depending upon qualifications. Excellent benefits package includes health, dental, and vision insurance with 10% employee cost contribution; life insurance; generous matching of retirement plan contributions; starting four-weeks paid time off; and paid sick days, parental leave, and holidays.
