- Finance Director
Description
The Director of Finance is responsible for directing the financial activities of the NSBU organization. The Director is a member of the Senior Executive Team and responsible for the overall fiscal management of the utility and Finance Department. The Director is also responsible for oversight of the procurement and warehouse function, project management cost monitoring, FEMA reimbursement process, annual Governance certification including required periodic rate studies, municipal bond issuance and related procedures, and the annual budget and audit. The Director of Finance ensures NSBU’s financial health and compliance with financial regulations and is responsible for adhering to standards established by the Florida Public Service Commission (PSC), GAAP, FASB, GASB, FERC, NARUC, and to requirements imposed by NSBU’s Resolutions, e.g. Master Bond Resolution, Master Fiduciary Governance Resolution, Investment Policy, Purchasing Manual, etc., as well as NSBU’s approved Procedures/Policies.
Requirements
Bachelor’s Degree in Accounting or related field required. Master’s Degree preferred. A minimum of ten years of progressively responsible professional utility accounting experience required. A minimum of seven years of progressively advanced supervisory experience required OR an equivalent combination of education and experience. Certified Public Accountant (CPA) designation preferred.
